Dimensi-Dimensi Budaya Organisasi Pembelajaran pada Organisasi Tingkat Pusat (Studi Kementerian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi Indonesia)
learning organization as a learning process carried out by the organization on an ongoing basis to make changes. To build a learning organization, the first step that can be done is to examine the organization's ability to continue to learn and change, namely changes in the capacity of groups to innovate and generate new knowledge, changes in the organization's capacity to innovate and create new knowledge and changes in the entire capacity of the community and society through the quality of work. This study aims to determine and analyze how the implementation of the dimensions of organizational culture of learning at the Ministry of Administrative Reform and Indonesian Bureaucratic Reform in 2021. This study uses descriptive quantitative research methods using the theory of Marsick and Watkins who develop the concept of learning organization by creating seven dimensions that can form a learning culture. This study involved 70 respondents and 43 items of questionnaire questions. The data used is secondary data obtained through a literature study and the dimensions of the learning organization questionnaire (DLQQ) which is measured using a Likert scale and statistically processed using the SPSS 22.0 for the windows program. The results obtained in this study indicate that the average variable dimension of learning organizational culture at the Ministry of PAN-RB is 75.36% which overall can be said to be good by being measured based on the core value behavior guidelines of ASN (State Civil Apparatus) of the Ministry of PAN-RB. namely, BerAHKLAK which is an acronym for Service Oriented, Accountable, Competent, Harmonious, Loyal, Adaptive, and Collaborative.
