Is it true that the government's claim on the use of regional assets is solely for the benefit and welfare of the community or is it only for the interests of the authorities and interest actors involved. To determine effectiveness measures or criteria / indicators of effectiveness levels, researchers use theoretical concepts according to Epstein's view. While the research method used is the method of literature study where the sources and data come from journals, books, and other written sources. The results of research on the Effectiveness of the Utilization of Regional Assets in Improving the Economy of the Community at Tumpang Pitu Banyuwangi Gold Mining by PT. Bumi Suksesindo is not yet fully effective. This is because the reality shows that only certain people actually benefit from an economic perspective. This means that the justification for prosperity and welfare for the whole society is still a congregational narrative for the government's promises. To increase the effectiveness of the utilization of regional assets such as the overlapping gold mining in Banyuwangi, of course the collaboration between the government and the parties involved such as PT. BSI must run without any political interests there by using the presence of the gold mine for the sake of mutual prosperity, not the prosperity of a handful of interest actors.
