Fishermen in North Sumatra Province face various high risks in carrying out their profession, such as work accidents, drowning, and the risk of death. Therefore, insurance for fishermen is very important to provide protection and welfare. This study aims to explain how the organizational communication of the North Sumatra Marine and Fisheries Service is in implementing the fishermen's insurance program. This study uses a qualitative research method, which collects data through observation, interviews, and documentation. The data analysis technique in this study uses data collection, data reduction, data presentation, and drawing conclusions. The results of this study indicate that organizational communication carried out by the North Sumatra Provincial Marine and Fisheries Service is carried out internally through vertical and horizontal channels, and externally through direct counseling, digital media, and socialization. The challenges in implementing insurance program communication include limited access to technology and differences in fishermen's understanding of insurance. However, the communication carried out by the North Sumatra Marine and Fisheries Service has been effective, because it can increase fishermen's participation and awareness of the importance of insurance protection.
